How can I tell if a resource is an Open Educational Resource (OER)?

Answer

Check the license information on the copyright page or at the bottom of a webpage where the digital resource is hosted. There are a few different types of open licenses that could indicate it is an OER. A common set of open licenses are the Creative Commons licenses.
